Summary:
The Chief Financial Officer oversees all financial aspects of the operation, serves as authority on financial problems, participates in long-range planning, strategic initiatives and continuously monitors the financial status of the organization.
Minimum
Qualifications:
Master's degree in accounting or related field, and/or equivalent certification.
Must have Seven (7) to ten (10) years of cross functional experience with progressively increasing responsibility, with experience in strategic planning, non-profit corporation finance, and federal/state regulations for grants and contracts.
FQHC/CHC experience is preferred.
Knowledge, Skills, and Abilities Required:
Must have knowledge of the principles of financial management and proficient in accrual-based accounting.
Knowledge of financial and budgetary practices to develop the annual budget, analyzes financial data and patterns, and prepares financial statements.
Skilled in identifying and resolving accounting and financial problems.
Knowledge of medical terminology helpful.
Knowledge of Medicare, Medicaid, and third-party policies and procedures helpful.
Must be knowledgeable of computer systems, spreadsheet and financial systems programs and applications.
Must be able to communicate, and work well with coworkers, patients, and others outside the office.
Ability to communicate effectively with governmental agencies, health care administrators and providers, and outside organizations.
Must be able to work effectively under stressful conditions and meet deadlines.
Must be willing/able to function as a member of a team.
Must be sensitive to the needs of low income and uninsured.

Essential Functions:
Oversees all financial related activities including but not limited to:
general accounting system, applying standard principles of accounting, cost determinations, internal controls, and statistical analysis.
Identifies and leads the effort to make plans to mitigate financial risk for the organization.
Work under the guidance of the CEO and board of directors to facilitate and execute strategic and capital plans, ensuring all operations align with the mission and vision of HH.
Oversee the design and implementation of hardware and software systems.
Works with the Executive Leadership Team to help articulate and build an engaged workforce to meet evolving organizational needs.
Leverage quantitative and qualitative data to guide strategic decisions, ensuring HH's competitiveness and responsiveness in the evolving healthcare landscape.
Preparation of annual organization budget as well as individual grant budgets; coordinate all department budgets; work with all department heads throughout the year to ensure that expenditures adhere to legal and budgetary requirements.
Prepares, analyzes, and presents monthly financial statements to Chief Executive Officer and the Board.
Serves on the Finance Committee of the Board and other committees as assigned.
Attends the finance committee meeting of the Heritage Health Board of Directors and presents the current fiscal situation.
Develop and prepare reports used for management decisions regarding program progress, costs, and evaluation of appropriate expenditures and allocation levels.
Builds and maintains external relationships with vendors, banks, community partners and government agencies.
Develops, implements and monitors financial policies and procedures and ensures compliance.
Audit cash receipts, disbursements, and inventory records for accuracy and procedure requirements.
Oversee monitoring of cash flow on a continuing basis.
Oversee accounts receivable and make income projections as needed.
Oversee organizational purchasing and facilities management.

Reviews and approves vendor, agency and insurance contracts including managed care.
Provides technical assistance on grants management, reimbursement, business office/billing operations, UDS reporting, and other financial and accounting issues.
Responsible for the recruitment, supervision, training, and evaluation of the Finance Department employees and the review of departmental structure.
Prepares, supervises, and coordinates year end audits with outside auditors.
Prepares, assists, and/or supervises the preparation of all regulatory reports (i.
e.
FSR, HRSA 330 budget, UDS, Medicare, Medicaid, OMB A-133, IRS Form 990, state tax returns, etc.
) Collaborates with the VP of Human Resources on the benefit and compensation philosophy for the organization.
Monitors the activities of governmental agencies as they apply to fees and charges.
Maintains awareness of policies that relate to Medicare, Medicaid and all third-party payers.
Works collaboratively to implement strategic goals as assigned by CEO.
Designs and implements structure for organizational priorities.
Works with executive team to Identify system and program inefficiencies.
Works with executive team to create and develop avenues of organizational communication.
Works with executive team to establish and implement short and long-term goals, objectives and policies.
Regular and predictable attendance is an essential function of this position.
